This song didn't make AT40's year-end Top 40 of 2012 and judging from the 2013 year-end building chart on Mediabase, it's unlikely to make it in 2013. How often does that happen with a #1 song not making it the Top 40/100 of the year? I think it happened on Casey's Top 40 when "Blame It On The Rain" didn't make the year-end Top 40 of 1989 or the Top 100 of 1990. I wonder if "Blame it on the Rain" was the victim of a cutoff date for 1989 as it peaked in late November and early December. Perhaps if CT40 had done a Top 100 of 1989, "Blame it on the Rain" would have probably shown up at some point below #40. Does anyone have a full Radio and Records 1989 year end chart? If we knew what the survey period for 1990s year end was, maybe we could find out why "Blame It on the Rain" was not there.

This is as close as I can find to a comprehensive Radio & Records 1989 year end chart, compiled retrospectively with no cutoff date issues, and long after all that year's hits completed their runs (the site lists all R&R's top 20s). "Blame It On the Rain" is #18; #1 was Phil Collins' "Another Day In Paradise" which was held for CT40's 1990 year end chart and only ranked at #42 there. popradiotop20.com/POP/1989/1989-Yearly-Chart.htm
