Can anyone clarify exactly what an "A" show and "B" show is? Obviously premiere is giving stations some choices, but is there a reason why? Is this some weeks and not others?

As discussed above, exactly why Premiere started offering two '70s shows on certain weeks isn't entirely clear, as I don't think they've ever provided any official explanation. A few different reasons have been suggested. The main reason is likely that some stations who carry the '70s edition of AT40 were unenthusiastic about airing the shows from 1970-72, as the focus of Oldies radio has increasingly shifted to the middle and later parts of the decade.
The A show is supposed to be Premiere's main offering for the week, with the B show as an alternate (as hifi noted, the B show is always a repeat). Some stations usually play the A show, no matter what year it's from; some usually play the one from the earlier year; some usually play the show from the later year; some seem to look at which songs are in each countdown and decide which one they like best.

On the other hand, Sirius XM hasn't done a two show offering yet for the 70s, either because the schedule doesn't warrant them, or they are a satellite radio station. Who knows, when they begin to run out of 70s shows they may start offering them in the future.
