Now for some singles that were the highest peak position before three different number-one singles. One prominent example of this is "I'm Not in Love", by 10cc, which held the Hot 100's runner-up spot for three weeks, from July 26-August 2, 1975. For each of those weeks, there was a different number-one single: "The Hustle", by Van McCoy and the Soul City Symphony (July 26, 1975); "One of These Nights", by the Eagles (August 2, 1975); and "Jive Talkin'", by the Bee Gees (August 9, 1975).
A few other examples:
"You Should Hear How She Talks About You" by Melissa Manchester (#5, September 18-October 2, 1982): Highest peaker before "Hard to Say I'm Sorry", by Chicago (September 18); "Abracadabra", by the Steve Miller Band" (September 25); and "Jack & Diane", by John Cougar (October 2).
"The Lion Sleeps Tonight", by Robert John (#3, March 11-25, 1972): Highest peaker before "Without You", by Harry Nilsson (March 11); "Heart of Gold", by Neil Young (March 18); and "A Horse with No Name", by America (March 25).
"True Blue", by Madonna (#3, November 15-29, 1986): Highest peaker before "Amanda", by Boston (November 15); "Human", by The Human League (November 22); and "You Give Love a Bad Name", by Bon Jovi (November 29).

Worth noting:
In Melissa's case, all three songs were somewhere in the Top 4 ahead of hers for all three weeks. Actually, so too was the fourth, as-yet-unaccounted-for song - perhaps unsurprisingly, the other was the song that was #1 before any of the other three, that being "Eye of the Tiger".
In Robert John's case, only Neil Young was ahead of him for all three weeks. Neil leapfrogged "Lion Sleeps" on 3/11 (7-2, Robert John went 6-3), going 2-1-2.
Mostly the same story for Madonna, only the Human League didn't have to leapfrog her to get ahead of her. But they also were 2-1-2 over that stretch.

I'm completely lost. If Jim were to refer to THIS CHART from February 17, 1990...the song he'd be looking for would be #2, "Two to Make it Right". If he pulled up THIS CHART from December 26, 1987...he'd be looking for #6, "Don't You Want Me". If he pulled up THIS CHART from August 2, 1986...he'd be looking for #10, "Opportunities (Let's Make Lots of Money)"! Make sense now? Sorry for taking so long to respond - so this thread is about the highest song on the chart in any given week (besides the #1 song, of course) that is at its peak position - because all the songs higher up on the chart have either not yet peaked or have already reached their peak and are now on their way down? Looking at the charts you posted, that seems to be the case.

Yes, Live & Let Die by Paul McCartney & Wings sat at #2 for three weeks behind three different #1's in August 1973. The song leapt from 21 to 3 on August 4th chart, then spent the next three weeks at #2--behind The Morning After by Maureen McGovern, which was holding at #1 for a second week. The Following week, August 18th, Touch Me In The Morning by Diana Ross went from 4 to 1; and the following week (August 25th), Brother Louie by Stories moved #3 to 1. Of course, Paul's theme from the James Bond film reached #1 on both Cash Box & Record World; which makes the Billboard chart moves look a little suspicious.

Wow, can anyone make a pun out of this? "Last Dance", by Donna Summer, being the last peaker before the top single?
On August 12 and 19, 1978, "Last Dance" was the highest single at its peak position during both of the weeks that "Three Times a Lady", by the Commodores, was at the number-one spot.

The last highest pre-#1 peaking single before the change to SoundScan and the first highest pre-#1 peaking single after the change to SoundScan were BOTH at #6.
On the November 23, 1991 Hot 100 chart, before Michael Bolton's cover of "When a Man Loves a Woman", there was "Set the Night to Music", a duet by Roberta Flack and Maxi Priest (it held at #6 from the previous week).
On the November 30, 1991 Hot 100 chart, before "Set Adrift on Memory Bliss", by P.M. Dawn, there was "Blowing Kisses in the Wind", by Paula Abdul. It would hold at #6 again for another two weeks (on the second week, December 7, "Blowing Kisses in the Wind" was also the last peaking single before "Black and White" by Michael Jackson).

The last highest pre-#1 peaking single before the change to SoundScan and the first highest pre-#1 peaking single after the change to SoundScan were BOTH at #6. On the November 23, 1991 Hot 100 chart, before Michael Bolton's cover of "When a Man Loves a Woman", there was "Set the Night to Music", a duet by Roberta Flack and Maxi Priest (it held at #6 from the previous week). Worth noting that due to the chart change, this did not extend to AT40: "It's So Hard to Say Goodbye to Yesterday", sitting at #4 in the countdown, would not go higher in the countdown - although it would reach #2 on the Hot 100, it only reached #5 on the Top 40 Radio Monitor (which it did two weeks later). "Set Adrift on Memory Bliss", leapfrogging them to go up to #3 in the countdown, was also rising to #2 on the Radio Monitor that same week - which is where it peaked on that chart. "Black or White" also debuted at #10 on that week's Radio Monitor, and the following week's leap to #2 pushed P.M. Dawn back to #3, thus preventing them from going any higher in the countdown. Thus, the answer to this as it pertains to the countdown would be P.M. Dawn for that week - and for 11/30 as well, as it happens. On the actual Radio Monitor chart for 11/30, it would indeed be Paula - but at #5 instead of #6.
