In late 1980, Rod Stewart released a song called "Passion". One of the lines in the song is where Rod sang, "Even the President needs Passion". I just thought of something. When "Passion" was climbing up the charts during the last weeks of 1980 and the first weeks of 1981, the President of the United States was Jimmy Carter, but when the song was falling down the charts, the President was Ronald Reagan. So when he mentioned about the President needing Passion, who was he referring to?, Carter or Reagan? I'm sure that he was referring to Carter since he was still the President, although Reagan had just been elected President.

I think he was referring to the office of President in general, not necessarily to any specific Commander In Chief.
If by some chance he was singing about someone specifically, it would have been Carter (the song was written and recorded before the 1980 election).

Maybe he was referring to the infamous quote Jimmy carter made to Playboy Magazine where he said he had "lusted in his heart." Carter was making a point about monogamy and southern values and they asked him if he had ever strayed. carter said no, but he thought it was natural to "lust in your heart" and that he had.
Thats probably it.
