You know the first 3 all-female bands to make the top 40 all debuted at #40 on almost the same week of the year with their first hits. Fanny did it with "Charity Ball" on 11/6/71. The Go-Go's did it with "Our Lips Are Sealed" on 10/24/81. And Klymaxx did it with "I Miss You" on 10/26/85. And 2 of those 3 shows were guest-hosted. First all-female band not to debut at 40 with their first hit were the Bangles who squeezed in a notch higher with "Manic Monday" on 2/22/86.

Interesting to note, Vixen almost qualified for your list, debuting in the Top 40 at #39 on 10/29/88 with "Edge Of A Broken Heart".

Keeping with the #39 and #40 theme, Salt-N-Pepa debuted at 40 with "Push It" on 12-26-87 and Bardeux at #39 on 6-4-88 with "When We Kiss". Alas, JJ Fad would break through the 40/39 ceiling the next week (6-11-88) starting its run at 37 with, "Supersonic". You might not count Bardeux as an all girls group, and JJ Fad could be up for debate as well. I'd put Salt-N-Pepa in that recipe, however.
