Who is the guy who does the voice when he introduces the AT20 Book of Records, Long Distance Dedication, and Number 1 segments?

I'm not 100% sure, but I believe it's a Premiere exec who doubles as a staff announcer.

I've never heard him intro a Long Distance Dedication segment.
I know he opens the show, closes the show, and reads when there are sponsors for the Book of Records, Number 1 Song, or a certain hour of the show.
I also hear his voice from time to time on network commercials (both on Premiere and non Premiere shows). I also recently heard him as the announcer/disc jockey of the music that plays in my local movie theater prior to the start of the previews. I imagine this soundtrack is used in movie theaters all across the country.

yeah, I think you are referring to the Movie Theatre Network or whatever it is called. It seems no matter who owns the theatre you are going to now, all of them run the same stuff. I miss the good old days of the liquid colors and bubbles running on the screen. I wasnt pounded with constant ads everywhere I turned.

I heard that "other voice" on a CompUSA commercial during the Rush Limbaugh show also.

I finally found out who is that other voice on AT20, his name is Larry Morgan.
