I'm reviewing the www.oldradioshows.com listing of year-end countdowns, specifically the Casey's Top 40 Year-End countdowns from the 1990s: www.oldradioshows.com/at100/index.htmlThe 1994 countdown says it is "From VOA Europe". Was there a separate European version of Casey's Top 40 and does anyone have the list for the American version of the show?

No, I doubt there's any difference. I believe this person puts that there as a way to identify its an off air recording and from where.

The recordings of CT40 I have from VOA are often edited, like they took out some jingles and perhaps even Requests & Dedications. I'm not sure how the year-end would have been edited. However, like Paul said, there wasn't a special version made for VOA.

I even doubt if westwood one had an international edit of the show , appart of the one aired in the states.
I only know the airng of Casey´s Countdown on AFN and this airing of CT40 on VoA Europe and Radio Blue Danube. Thou once I Heard Casey mentioning and affiliate in Madrid, Spain . Radio Voz.

If you listen to the commercial breaks, you hear a pretty substantial pause between ending of outro jingle and start of first commercial. My presumption has always been they didn't send international versions out without commercials. They just sent the same discs out to everyone. And as Shadoe Fan said, the VOA versions I have don't have many intros, outros, and (thankfully) R&D's. So, most likely this VOA mention may also refer to it missing some of the jingles.

I can tell you for sure the Blue Danube Radio in Austria was receiving the same version with commercials because I remember once during the summer of 1994 they played unedited version including US commercials. Probably due to the regular operator being on vacation and the substitute not knowing exactly how to play the show.
On the BDR the show was always played without commercials with either intro or outro jingles edited out. On the VOA Europe they played one or two segments this way with edited intro or outro jingle then two or three times playing their own promo spots, sometimes going to the spots directly from Casey outroing the song with the outro jingle cut out.

Two or three promo spots per hour to be exact. And after the news they used to start the final hour with just one of Casey's Biggest Hits.
