"I Can See Clearly Now" would have made the countdown had they used the usual December-November time frame. But that year, since R&R only published a combined CHR year-ender, Casey had to use a different chart, possibly published by Mediabase. It seemed to run from January 1 through sometime in December. So that explains how several songs that would have made the countdown any other time did not.
