Has there ever been a tie on the Hot 100? And if ties weren't allowed, and if there was indeed a tie, how was the tiebreaker decided? Anybody know?

Yes. When the Hot 100 was first published there were several ties. This practice, which was a carry-over from the chart's predecessor, the Top 100, ceased after the first month.
August 4, 1958: #50: "By the Light of the Silvery Moon," Jimmy Bowen #50: "Early in the Morning," Bobby Darin and the Rinky Dinks #63: "High School Confidential," Jerry Lee Lewis #63: "Padre," Eve Arden #74: "Gotta Have Rain," Eydie Gorme #74: "Win Your Love for Me," Sam Cooke
August 11, 1958: #9: "Willie and the Hand Jive," Johnny Otis Show #9: "Just a Dream," Jimmy Clanton #81: "Young and Warm and Wonderful," Tony Bennett #81: "Looking Back," Nat King Cole
August 18, 1958 #5: "Patricia," Perez Prado #5: Just a Dream," Jimmy Clanton #71: "Padre," Eve Arden #71: "Lazy Summer Night," Four Preps #81: "Purple People Eater," Sheb Wooley #81: "Gas Money," Jan and Arnie
August 25, 1958 #8: "Fever," Peggy Lee #8: "Born Too Late," Poni-Tails

I thought looking at Rob's AT40 book that there were a couple of ties on the year end charts. I do know that R&R actually listed ties on the year end charts in the 80s on rare occasion.
With the current way of calculating the Hot 100, you'd need the perfect storm to take place.

AT40's 1975 year end show had several ties---one that comes to mind is #97.
