These two numbers don't align too often, at least today. Last year, Ava Max spent 13 weeks on AT40 after peaking at #13.
What would be the highest and lowest numbers for this to happen? No song ever peaked at #40 while spending 40 weeks at the position. And no song on AT40 debuted at #1 and left the following week. I'm sure the average numbers for these would be between 10 and 20.

Billy Joel almost pulled this off three times in a little over a year.
The song he did it with: "A Matter of Trust" (#10, 10 weeks).
The two that he almost did it with: "You're Only Human" (#9, 11 weeks) and "Modern Woman" (#10, 9 weeks).
He also came close with "Allentown" and "An Innocent Man" as well (#17, 16 weeks and #10, 11 weeks)

There's been quite a few 10 for 10's, but in the summer of 1989, where singles seemed to come and go, The Doobie Bros' "The Doctor" peaked at #9 while only spending 9 weeks inside the Top 40.

Neneh Cherry's "Kisses on the Wind" beat that with 8 weeks and #8.
By the way, Joel Whitburn's Pop Annual is the easiest way to look these up, since it has a column for weeks in the Top 40 right next to the peaks.

Also, if we want to include pre-AT40, The Rolling Stones' "As Tears Go By" beats "Sweet Mary" with #6 and 6 weeks in 1966.

Most recently on AT40, it happened in June when “Chosen” by Blxst f/Ty Dolla $Ign & Tyra peaked at #21 and spent 21 weeks on the countdown.

Last year on AT40, "Love Again" by The Kid Laroi spent 13 weeks on the chart and peaked at #13.
