I was listening to the VJ Big 40 Countdown on SXM 80's on 8 last week and they used the BB chart of 10/8/82. They don't always mention the movement the songs made from the previous week, but whenever they did, it seemed like the songs were in the same position. So, I pulled up the chart, and the following songs held their spot from the previous week:
3,4,5,6,7,8,16,17,18,19,20,22,23,24,25,28,29,30,31,37 & 40.
That's 21 songs with no movement. I know we've had weeks where the top 14 and the top 12 (I think) stayed the same, but I don't know how close 21 for the whole show ranks as far being most. Seems like an awful lot.

Crazy countdown, for sure!

saltrek... I checked the three most obvious countdowns to see if any of these would match the 21 songs holding steady. One came close:
* 8/19/78... While the top 14 held steady, only #s 17, 20 and 36 stayed at their same positions elsewhere within the top 40. * 8/28/82... While the top 12 held their same positions from the week before, only #s 21 and 25 held steady during the remainder of the countdown. * 4/2/83... In addition to #s 1 - 11 holding steady, so did these songs: 13, 17 - 20, 25, 29, 30 and 39. That means that 20 songs held steady that week... close to the 21 songs on the 10/2/82 countdown but not quite.

Crazy countdown, for sure! A few weeks later, on the October 30 chart, there was only one song dropping on the countdown - "Jack & Diane" fell from #1 to #2. Would have been interesting if it had stayed at #1 for another week, making for a countdown on which no songs moved down.
