Anyone have any idea who holds the distinction of having the most Top 40 hits with them all being Top 10 hits? Right now, I have Will To Power in the lead with 2. Every artist I seem to think about at least missed the Top 10 once during a Top 40 run.
EDIT: I think C & C Music Factory had 3 Top 40 hits, all hitting the top 10.

Wham! has 5 (or 6, if you count Careless Whisper) Top 10 hits. I don't think they have other Top 40 hits that missed the Top 10.

Milli Vanilli had five hits in 1989-90, all making the top 10. Then, before that streak could be broken, they went on tour, the recording skipped, and the rest is history.

Looking in my new copy of "Top Pop Singles 1955-2012", C & C Music Factory hit #40 in 1994 with "Do You Wanna Get Funky", so they had 1 Top 40 hit that did not hit the Top 10.

It did hit 40 on the Hot 100, but I don't think it hit on AT 40, and that is what I was basing it on. I could be wrong, however.

Good one, freakyflyby! I remember "Just a Touch of Love" - I believe it only peaked at #40 and I can confirm it made it to AT40 not too long before Christmas 1991. Definitely wasn't on AT40 at all in 1992 (it was definitely off the top 40 before Christmas 1991). It was one of their best songs ever.
Black Box would qualify for this category, had it not been for "I Don't Know Everybody Else". "Everybody, Everybody" and "Strike It Up" definitely did make the top ten.
One singer that definitely qualifies for having more than one top 40 record and all of them hitting the top ten:
Suzanne Vega. Her song "Luka" went to #4 in the summer of 1987, and "Tom's Diner" - the DNA remix - I believe went to #5 or #6 in late 1990 or early 1991. "Tom's Diner" was originally an a capella song from the same album as "Luka", titled Solitude Standing - the a capella version never made the top 40, and I am not sure if it actually charted. Shadoe did mention that the DNA version was the first "bootleg" single to hit the top 40 in many, many years at that time.

^^ Did "Rain" chart in 2009-10? I know it made top 40 on Mediabase (#35), but that might not have been enough.

We were all thinking of past artists so we overlooked the current acts. As of AT40's July 6-7 broadcast, Bruno Mars's first 11 Top 40 hits have all made the Top 10. Of course that could all change with a mediocre release in the near future:
