Well, I'm gonna be strict and go by the title of this post. Many of the songs listed were surely under-achievers, but not the most EVER. In order for them to be really that they would have had to have peaked at #40 (the lowest possible position) and been by someone who usually had hits (so you couldn't argue that so-and-so was just a one-hit wonder or whatever). My vote goes to "Until It's Time for You to Go" by Elvis Presley.

I remember back in '76 (man I'm old!) when 3 songs on the charts around the same time:
Springtime Mama - Henry Gross Anything You Want - John Valenti Superstar - Paul Davis
All these songs peaked in the low to mid 30s.
The John Valenti song sounded like Stevie Wonder, if you closed your eyes for a second.
Springtime Mama sounded like a Beach Boys song - was surprised it didn't make it big.
The Paul Davis song, to me, was just as good as his later hits like '65 Love Affair"...it should've done better.

tarobe, what about "Spanish Eddie" by Laura Branigan? I heard this song for the first time only a year ago, but was shocked to find it peaked at #40.

I just thought of another one. What an injustice because it's my favorite from them. Why did Earth, Wind & Fire only peak at # 39 with "Can't Hide Love?" Don't understand why it peaked so low since I know a lot of people that love this song.

Any Supertramp song. Here in Canada, they were huge. But for some reason they didn't really click in the US. Give A Little Bit was one of the greatest songs I have ever heard yet only hit #14. I think they deserved a better fate in the US.

What about What About Me-Moving Pictures - I'm sure if this song would have been re-released it would have hit Top 10, maybe even #1 like Sheriff's When I'm With You did. Actually it was re-released and it failed yet again. You know, the interesting thing about all of this is that I only heard this the 2nd time around in 1989. In Rapid City, SD it received a grip of spins on KGGG (the then Hit 100). I thought for sure that it made the top 40 not even realising that it was a re-issue on the Geffen label. By the way it ended up reaching #47. 26 weeks (first run) 17 weeks (second run) on the Hot 100 Its first run was weird. It was in the Top 40 for 11 weeks, and hasn't peaked yet and was only at #29. Did that ever happen to any other song to be in that long and basically go nowhere?

not a fan of the songs but Romantics What I think about you and Scandal goodbye to you. Neither may it to the Top 40 yet is an 80s classic.

I think I may have found the most underachieving Top 40 hit EVER - "Angel" by Rod Stewart. Not only did this fine Jimi Hendrix composition never make any higher than #40, but on the only week that it was featured (December 16, 1972), Casey played the wrong side!

I also thought Kenny Login's 1985 hit "Forever" deserved to go much higher than #40. Don't know how that got overlooked back then. Well, it wasn't forgotten at least, as in both 1986 and 1990 it was a Long Distance Dedication. Thus it achieved the rare distinction of being played more on AT40 as an LDD than as a chart entry.

What about "Imagine" by John Lennon?
I know that it went to #3 on the charts, but consider the fact the song DEBUTED at #20 - never hit #1 - and the hype that went around with the song as well.

It tied the record for spending 43 total weeks on the Hot 100. Only "Tainted Love" had equalled it by the end of the '80s. There were a lot of songs in the early '80s that spent a long time in the top 40 without going very high - a lot of it had to do with the bullets (or "stars") Billboard used on their charts back then, and the rules about when a song could start to fall. Many times songs had 3 or more weeks at or near their peak because of these rules.
