I once read a book that said the softest song of the rock era to reach #1 was a hit by the Fleetwoods from 1959, Come Softly To Me. The author of the book wrote that the song was so soft it could be bruised by throwing marshmallows at it. www.youtube.com/watch?v=Dkf-Dhihdrc

My first choice is "What Was I Made For?" by Billie Eilish. She barely sings above a whisper. Another contender: "The First Time Ever I Saw Your Face" by Roberta Flack. Flack's first of 3 #1s was the first song that came to mind for me. Her 3rd, "Feel Like Making Love", is also among the 'softest'.

First one I thought of was Nadia's Theme but that's not a song.
Then I thought of Torn Between Two Lovers but Roberta beats that. TFTEISYF must have driven PDs crazy with the scratches and pops. That song probably inspired more station owners to switch to carts than any other song.

The second softest song for Roberta Flack might be "Killing Me Softly With His Song". IMO, "Feels Like Makin' Love" is 'softer', as is "Jesse". And probably "If Ever I See You Again". It's subjective, but certainly Ms Flack has a wealth of pillowy-soft singles.

"Suddenly" by Billy Ocean would be one from the 1980s. If I remember correctly, Casey outtro'ed the song once by saying, "One of the softest songs to hit the Top 40 in years." So if Casey said that, then it has to be true .
