For those of us old enough to recall it, "I Was Kaiser Bill's Batman" by 'Whistling' Jack Smith, from 1967.
Another 'iconic' whistling song, from the '50s, was the 'Colonel Bogey' theme song from the film "The Bridge On the River Kwai". In 1958 Mitch Miller had a top 40 hit with a version of it.
Both of these two reached #20.
But the most memorable 'whistling song' has to be Otis Redding's posthumous #1 smash "(Sittin' On) The Dock Of the Bay" from 1968.

Possibly THE biggest such hit on the Billboard chart (before November, 1991, anyway) would be a song that ends on a whistling note - "Centerfold" by the J. Geils Band, which, of course, was #1 for six weeks in early 1982.

Not a top 40 hit and not released as a single. But my fave whistling song is the title track to Billy Joel's The Stranger Lp. Starts and ends with whistling (and piano).
