How about "Friends And Lovers" by Gloria Loring & Carl Anderson? Of course, since the singular form of the two words are used throughout the song, that might not count, but they do indeed mention "friend" in the chorus, as well as once in the bridge, and "lover" in the chorus (and the word "and" several times as well).
The song's title is a little misleading anyway. The first time I heard this song, I was expecting them to say "we can be both friends and lovers", since that would indeed fit as the closing line in the choruses.
Eddie Rabbitt & Juice Newton's country remake of the song uses the title in the song in order, as they changed it to "Both To Each Other", which they sing twice in each chorus (one of them replacing the line "We don't have to be one or the other").

This might not be in the same category, but in Beyonce's "Sweet Dreams," she sings, "You can be a sweet dream or a beautiful nightmare" but "dreams" is never mentioned in the lyrics.

If we can use a song with parentheses in the title... "They Just Can't Stop It (Games People Play)" by The Spinners. "Games People Play" is always sung a few lines before "They Just Can't Stop It"...
