Although I have not heard any of AT40 recently, I saw on at40.com that BoBD appears to have debuted this past weekend at number 10.
Is this the highest debut on AT40 in recent history? I can't think of any time a song debuted at 10 or higher.

Its kind of stupid, but the "new entry" that you are looking at on the fromt of their webpage refers to New Entry in the Top 10, not on the chart. If you click that button to vote for the rest of the chart it shows "Boulevard of Broken Dreams" was correctly at #15 last week.

In the history of the AT40 chart, the highest debut was "Erotica", which came in at number two back in late 1992. Oddly enough, it never hit number one.
Not sure about recent history, but had AT40 stayed with the R&R chart in 2004, "Just Lose It" by Eminem would have been the highest debut since the show was resurrected in 1998, since the song moved 41-13 on the R&R chart.
I know that "All I Have" made a debut on AT40 (I believe it was in the Top 20), but I'm not sure where. Plus, didn't "Show Me The Meaning Of Being Lonely" by the Backstreet Boys debut at number sixteen in January, 2000?

Erotica debuted at number 2?? Yes. This was shortly after AT40 switched to the Radio Monitor chart.

Actually, it was shortly BEFORE they switched to the Mainstream Top 40 chart (sorry, I'm just a nitpicker ) Anyway, with the Top 40 Radio Monitor being used for the one-year period, several songs debuted high. The ones that I can think of off the top of my head are "Human Touch", which came roaring onto the chart at number four (and peaked the next week at #14), then a few months later, "I'll Be There" by Mariah Carey debuted at number four, the first Top Ten debut on AT40 since "Upside Down" by Diana Ross in 1980 (and if AT40 had switched to the Radio Monitor chart a week earlier, "Black Or White" would have been a Top Ten debut, since it came in at #10 on the November 23 edition of that chart. As soon as they switched to the Mainstream chart, that cut down on really high debuts (but it also kept rap and hip hop songs being played exclusively on Rhythmic Top 40 stations, so that was a plus IMO)

Probably a good idea then the show was not on in Jacksonville then, had I heard that it would have ruined any credibility in my mind the show had.

They still used the old fashioned station playlist method. If they went by spins per week, the song might have debuted in the Top Ten on that chart as well.

I find that hard to believe but you may be right. If anything, in 1992 I am surprised looking back now that I Will Always Love You didn't debut in the Top 10. Actually, I STILL find it hard to believe the song debuted at #2 on AT40. Top 10 debuts I understand once in a very blue moon, but it debuted at #2!!! Then, as you stated earlier didn't even hit #1. But there to me is a difference between debuting in the Top 10 at say number 8, and debuting at #2! Here's a question, did the song debut that high because it got crossed up between a chart switch on AT40's part? Or did it actually debut on THAT BB chart at #2?

It actually did debut on the Billboard airplay chart at #2 (which allowed it to blast onto the Hot 100 at #13). It was a case of a much hyped song by a major superstar that radio stations played to death for the first couple of weeks it was released; but apparently the song didn't live up to its hype, probably didn't test well with listeners, so radio backed off of it and it started slipping down the chart almost immediately.
Had R&R been using monitored airplay back then, you would have seen a similar run on their pop chart (and on Casey's Top 40).
