Missed a countdown I intended to hear but had other entertainment that took precedence then. I am amazed at how many stations and they seem to be concentrated in the Midwest, that would not play R&B. The situation you described must have increased in frequency once AT40 started. Seeing as people would start to hear a song like say "Let's Get it On", his next #1 hit, on AT40 that they were not hearing on local radio(and I know communities like yours did not have an R&B station to hear it on as mine in Albany, NY did not either). Then I wonder since those type calls increased, did that practice change a bit in the 70s? Btw, in Albany, R&B songs WERE played, thank God.

Sioux falls did play a lot of R&B music in the late 60s and early 70s but certainly not everything. We would get most songs that made the top 10 nationally, but rarely any songs that peaked at less than #20. We did get most Marvin Gaye hits but just not "I Heard It Through the Grapevine". We got very little James Brown or the Impressions, but did get most Temptations and of course any Diana Ross songs. Some other top national songs I can think of that we never got were "Float On" by the Floaters and "Playground in My Mind" by Clint Holmes, and I'm sure there are more top 5 songs that I never heard back in the day. Sioux Falls was about 99% white in 1970 and now we are about 92% white.

Did you guys get the Gladys Knight version the year before?

Yes, the Gladys Knight version did receive some airplay, but it wasn't real successful. I was surprised when I finally heard the song that it had been determined to be unsuitable for the Sioux Falls market. My thoughts at the time were very similar to yours, that perhaps Marvin had done a deeper "soul sound" similar to James Brown or Wilson Pickett. My best guess is that the program director had just decided early on in the song's run that it was inappropriate for our market and then refused to change his mind even as it became one of the biggest songs nationally for the 68/69 timeframe.
