Without looking at any references, I think the answer is Billy Joel in 1983. I remembered he topped the US charts with "Tell Her About It" and the UK charts with "Uptown Girl." I do not know if the former missed the British charts completely though. Good try, but Tell Her About It hit #4 in the UK. Hint: This artist's first AT40 appearance was in 1971; this artist's last AT40 hit went #1 AC. Sounds like Lobo? Except for that #1 part of course. Rod Stewart?

John Denver’s “Sunshine on My Shoulders” missed the British Top 50. But ‘Annie’s Song’ was a #1 in Britain. Got confused thinking “Sunshine…” was a 1973 US #1, rather than a ’74 #1.

It indeed did not exclude it and the answer is indeed Juhn Denver, with Sunshine on My Shoulders (only released as a 45 because of its use in a TV movie, or at least that's my recollection) not charting in the UK (I don't think it was even released as a 45 there) a #1 US in the spring and Annie's Song going #1 UK & US in the summer. There was no intent to confuse by not saying in the question that the latter song also went #1 US.

It indeed did not exclude it and the answer is indeed Juhn Denver, with Sunshine on My Shoulders (only released as a 45 because of its use in a TV movie, or at least that's my recollection) I had its soundtrack album. It had other John Denver songs on it like “Goodbye Again” and “Take Me Home Country Roads” plus some instrumental versions.

I'm thinking probably not, since there were a few other songs like that ("Jessie's Girl" and "Who Can It Be Now" come to mind) Besides, now that I think on it, "Sad Eyes" was still on the R&R chart when it got to the top of the Hot 100 - and I think the Captain & Tennille might have been on their last legs on the R&R chart as well.

I know they all took at least 18 weeks to hit #1. Off the top of my head I can only think of "Chariots Of Fire (Titles)" taking that long (not counting the songs that took more than one chart run to hit the top). I could be forgetting a song without looking it up.
Edit: Never mind, "Jessie's Girl" and probably others also took that long.
