Purely subjective of course.
Based on their own merit and also their superiority over the song that kept them from reaching #1.
Here's one. Neither One Of Us. It was so well constructed and so well produced and performed, and was kept out of the #1 slot by Vicki Lawrence.

You know, I'll bet The Closer I Get To You would have made it to #1 if not for that horrible edit, which totally ruined the building drama of the song. Most of the time, listeners were essentially joining the song in progress.

Yeah there should have been 3 straight #1 songs that were duets. And I prefer it to the other 2 by Mathis & Williams and Newton-John and Travolta.

That would have given Roberta 4 number ones I believe. Too bad. It's way better than "With a Little Luck"

I think Devil Inside by INXS should have been #1 (was at #2 for 2 weeks); I guess most people liked Get Outta My Dreams, Get Into My Car and Where Do Broken Hearts Go better.

from 70: Travelin' Band, from 71: Never Can Say Goodbye, from 72: Long Cool Woman (one notch higher and the Hollies would have had at least one #1), 73: Dueling Banjos, 74: Jazzman, 75: I'm Not In Love (three songs kept it out of #1), 76: Get Up and Boogie, 77: Boogie Nights, 78: Double Vision and 79: Fire which would have been the Pointer Sisters only #1.

Robbie Nevil, C'est La Vie. It's one of my favorites of all time. It was kept out by Gregory Abbott's "Shake You Down" and Billy Vera's "At This Moment" in it's 2 weeks at #2. It wound up at #6 at the year end countdown. "Shake You Down" at #3, and "At This Moment" at #20.
I'm don't think "C'est La Vie" is better than "Shake You Down", but it is loads better than "At This Moment", which only became a hit because it was used as the breakup song on Family Ties. Robbie deserved the #1 spot on January 24th, 1987.

How about Eddy Grant's "Electric Avenue", which was poised to hit No. 1 in the summer of 1983, just as Irene Cara's "Flashdance" (the then-current No. 1) was fading in popularity. Unfortunately, Grant was leapfrogged by The Police's "Every Breath You Take." I think that guy on VH1 said it best. "Eddy, you were ROBBED!!!" Indeed he was!!

"Ride Like the Wind" in 1980--for me the ending could go on and on. 1981, "All Those Years Ago" (almost sounding like the Beatles reunited), 1982 "Gloria" by Laura Branigan, 1983 "Time" by Culture Club--such a superb song, and in 1984, Bruce Springsteen so close with "Dancing in the Dark" and almost his only #1. However I don't think he can be too sad being that the Born in the USA LP was #1 for mega weeks! "Easy Lover" in 1985 by Phil and Phil should have been #1. "Typical Male" in 1986 one of Tina's best ever! 1987 "Somewhere Out There" would have given Linda her first #1 in 12 years. And I agree with a poster "Devil Inside" for 1988. 1989 "The Lover in Me"by Sheena Easton.

1981, "All Those Years Ago" (almost sounding like the Beatles reunited) On an interesting and somewhat related side note, six years later over in the UK, his big comeback hit "Got My Mind Set on You" was kept out of the #1 spot and held to #2 for four weeks, all behind a five-week run at #1 for T'Pau's "China in Your Hand" (either not released or didn't chart in the USA).
