According to the Billboard's Chartbeat online:
Lady GaGa "becomes the first artist in nearly ten years to reach the top of the Billboard Hot 100 with his or her first two chart entries, as "Poker Face" deals 2-1 (April 11, 2009). She first led for three weeks in January with "Just Dance."
Looking back at the last quarter-century, Lady GaGa is one of just eight artists to open with a pair of No. 1s:

And to complete the list: just listened to the 1/29/83 AT40, and Casey notes that there were only six artists in the rock era (up to that point) who had hit #1 with their first two chart entries:
Prez Prado, "Cherry Pink and Apple Blossom White", "Patricia", 1955-58 ("Patricia" hit #1 on the Top 100, but only #2 on the Best Sellers chart which Billboard now considers the official pre-Hot 100 chart) The Beatles, "I Want To Hold Your Hand", "She Loves You", 1964 The Monkees, "Last Train To Clarksville", "I'm A Believer", 1966 The Jackson 5, "I Want You Back", "ABC", 1970 Andy Gibb Men At Work
Casey makes no mention of Lionel Richie, likely because Lionel had been charting for years as a member of the Commodores.

I thought of two other groups who reached #1 with their first two hits:KC & The Sunshine Band with "Get Down Tonight" & "That's The Way I Like It" both from 1975 & Wham with "Wake Me Up Before You Go Go" (1984) & "Careless Whisper" (1985).

Concerning the previous post, Wham didn't hit #1 with their first 2 chart records.
Their first chart record on the HOT 100 was called "Bad Boys". It debuted on 8/20/83. The artist name was "Wham! U.K."
Then their 2nd HOT 100 record "Wake Me Up Before You Go-Go" debuted on 9/8/84 and they had dropped "U.K." from their name.

KC & The Sunshine Band with "Get Down Tonight" & "That's The Way I Like It" both from 1975 The Sunshine Band (without label credit to KC) charted with the instrumental "Shotgun Shuffle" between those two number ones, so I guess that's why they weren't included on Casey's list.
