--Big Yellow Taxi-Joni Mitchell (only peaked in the 60s in its first chart run in 1970--a cover version did reach the top 30 that summer, and alive version in 1975 made the top 30 as well, though) Classic song. Her studio version had a joke ending that might not have gone over well with radio programmers at the time.

One of Glen Campbell's signature songs--Gentle On My Mind--reached #39 in 1968 (spending a lone week in the Top 40). Amazingly the song was one of the 100 most played songs on the radio (over 5 million plays) of the 20th Century; not bad for a song that barely made the Top 40.

Somebody mentioned "Ah Leah" by Donnie Iris -- a song I hear all the time on classic rock stations (since the early 90s at least).
Another that comes to mind is "Wouldn't It Be Good" Nik Kershaw -- a song that was largely ignored during it's brief chart run in 1984, but seems to have been a staple on 80s hits stations and compilations over the years.

Eddie Floyd's Knock On Wood (#28/1966) plays pretty regularly on the 60's on 6 on SiriusXM.

How about “Rebel Yell”? It didn’t even hit the Top 40. Unless you were listening to Rick Dees in 1984 when he was using Cash Box.

I think the most-played example of this phenomenon has to be Elton John's "Tiny Dancer", which only reached #41 in it's 1972 single release. It finally made it into the countdown 50 years later as part of a medley.

In the AT40 replayed this weekend (12/5/81), Journey jumped up 9 notches from #20 to #11 with "Don't Stop Believin'"--and then soon hit a brick wall, only peaking at #9. Which did not stop it from recurrent play and pop-culture presence that would make one think it was #1 for many weeks.
Also from Journey, "Wheel In the Sky" (#52), "Lights" (#67), "Any Way You Want It" (#23), "Separate Ways" (#8), and "Faithfully" (#12) all loom much larger now than their original chart positions would seem to indicate.

At least on DFW radio, you could be forgiven if you thought Any Way You Want It, Separate Ways, Faithfully, and Don't Stop Believin' were Journey's only hits.

I also think many of April Wine's songs never made the Billboard top 40, and they are heavily played on my classic rock radio station, K-ROCK, in Newfoundland.
Among them include:
"Enough is Enough" "Rock Myself to Sleep" "You Won't Dance with Me" "Bad Side of the Moon" "Oowanite" "Fast Train" "Say Hello" "I Like to Rock" "21st Century Schizoid Man"
Only "Could've Been a Lady", "Roller" and "Just Between You and Me" made it to AT40, and all were on AT40 - coincidentally - at least one week in the month of April.

The only place I ever hear April Wine anymore is AT40 shows.... US radio has forgotten they exist.

Another iconic Queen song also fits in this category--"Bicycle Race/Fat Bottomed Girls". Only managed a #24 peak, three years before "Under Pressure" similarly underperformed.
