Recall that by 1995, Top 40 ratings had plummeted, and the splintering of CHRs into rhythmic and Adult top 40 formats was at its peak: New York's top 40 monster Z100 was essentially an alternative rock station with a couple of dance songs thrown in. So, the Hot 100 - far from perfect in 1995 (actually quite terrible) - was no longer a Top 40 radio chart like it had been, but a home for huge selling r&b singles and pop singles that were released only when their airplay was cresting.
