Ok - here's another interesting thread - I hope it hasn't already been done on here - I looked but didn't see it.
Besides, it's a fun way to pass the time between the weekly countdowns.
For me - there's a LOT of them, but off the top of my head:
Howzat - Sherbet - this song was a huge hit in other parts of the world, but not in the good ole USA - peaked at #61 in the fall of '76.
On The Border - Al Stewart - stalled at #42 in May of '77 - couldn't figure this one out, especially after it had jumped from #60 to #47 the week before.

When I made that list a few weeks back of songs that just missed the top 40, I inferred that most of them should have hit the top 40. Of those listed, I would say "Tiny Dancer", "Changes", "Someone to Lay Down Beside Me" and I will second you bestmusicexpert, "Play the Game" for the same reason...are the ones that REALLY should have made the 40.

Despite my favoritism towards the 70s, two of my favorite songs that missed the 40 came out in the 80s. One was "Minimum Love" by Mac McAnally (way, way better than his lone top 40 hit from '77, "It's A Crazy World"), and "You Came" by Kim Wilde. I will never understand how both of these songs missed the 40. That they both peaked at 41 makes it even more frustrating.

"Someone Belonging To Someone" by the Bee Gees (No. 49 in 1983). Definitely deserved to be a bigger hit, way bigger than the one they released right before it.

“Hold Me” by Teddy Pendergrass and Whitney Houston, peaked at # 46 in 1984. That song prevents Whitney Houston to be considered “new artist” for the Grammy Awards in 1985.
“Working in the Coal Mine” by Devo, peaked at # 43 in 1981. Blame that song for Devo to be considered as one hit wonder.
“Inside My Love” by Minnie Riperton, # 76 in 1975. Want to hear a five-octave vocal range? Well, forget Mariah Carey and listen to this song!

It's so nice to see that someone besides me remembers this song - I LOVED this song - I think maybe the 'controversial' lyrics kept it from being a big hit.

Haven't You Heard by Patrice Rushen; Pretzel Logic, Steely Dan; Moondance, Van Morrison; Georgy Porgy by Toto; Street Fighting Man, Rolling Stones, and probably the most unbelieveable is Can You Feel It by the Jacksons (used by ABC in the 80's as their theme song).

It seemed to be a sure shot for AT40, but stopped cold at #41. WDHF-FM (the AT40 station in Chicago at the time) played it for a week or two but must've pulled it from the playlist once it lost its chart momentum. I vaguely remember hearing it -- it seemed to have all the elements (strong vocal, production, etc.) to become a great chart hit. So what happened to it? We may never know.
